VIOBA joins hands to weave a network of care for older persons

On May 23, 2026, at the Van Hoa Elderly Care Center in Hanoi, VIOBA Social Enterprise participated in and contributed technical insights to the conference on “Consulting and Connecting the Development of Linked Older People Care Models, Contributing to Ensuring Non-Traditional Security.”Within the framework of the event, VIOBA officially signed a Memorandum of Understanding (MOU) with Bavieco Joint Stock Company, opening a new chapter for comprehensive, humane, and sustainable older people care solutions.

The conference was co-organized by the Institute of Non-Traditional Security and the School of Management and Business under Vietnam National University, Hanoi, in collaboration with Bavieco Joint Stock Company. This meaningful initiative aimed to materialize the guidelines of the Party and State regarding the care and empowerment of older adults, while driving forward the National Strategy on Vietnamese Older Persons for the 2021-2030 period.

The event was highly honored by the presence of Major General and Hero of the People's Armed Forces Vu Hung Vuong, Standing Vice President of the Vietnam Association of Former People's Public Security Forces and National Assembly Delegate for Term XVI (2026-2031). The gathering also welcomed Lieutenant General Prof. Dr. Nguyen Xuan Yem, Director of the Institute of Non-Traditional Security; Prof. Dr. Hoang Dinh Phi, Rector of the School of Management and Business; alongside representatives from the Vietnam Association of the Elderly, the Vietnam Veterans Association, various municipal departments of Hanoi, and numerous healthcare institutions and enterprises dedicated to elderly care.

From Human Security Perspectives to the "Silver Economy" Framework

In his opening speech, Prof. Dr. Hoang Dinh Phi noted that given the rapid population ageing trend in Vietnam, elderly care has transcended the boundaries of private family responsibilities. From a non-traditional security perspective, this is a strategic issue closely tied to human security and the long-term sustainability of the social welfare system. To forge a truly comprehensive solution, society requires a multi-stakeholder alliance that effectively synthesizes resources from government authorities, businesses, nursing homes, social organizations, and the wider community.

Contributing to the solution framework, Dr. Nguyen Minh Phong, Member of the Economic Advisory Council of the Vietnam Fatherland Front Central Committee, proposed a strategic vision for expanding these essential linkages. He emphasized the necessity of tightening cooperation between universities, research institutes, and enterprises. This care model should be flexibly developed at the intersection of the State, the market, and society, harmoniously balancing profit, non-profit, and social responsibility elements. Furthermore, integrating wellness tourism, resorts, and medical treatments will optimize resources to serve a diverse group of older adults, including domestic seniors, overseas Vietnamese, and foreigners.

Refining the Legal Path for the Dignity of 17 Million Older Adults

A pivotal, strategic update was highlighted by Lieutenant General Prof. Dr. Nguyen Xuan Yem, who shared that the Government will soon approve the upcoming Scheme on Leveraging Older Persons' Resources to Develop the Silver Economy in Vietnam. This landmark framework will serve as a policy anchor to shift societal mindsets from passive protection to actively empowering older adults, transforming demographic challenges into meaningful socioeconomic opportunities.

With Vietnam currently home to approximately 17 million older persons—many of whom do not receive a pension or depend on limited social allowances—ensuring universal access to comprehensive healthcare and support is a deeply humane imperative. Lieutenant General Nguyen Xuan Yem stressed that the proposals raised at the conference to integrate specialized incentive mechanisms into the Law on the Elderly and the Law on Medical Examination and Treatment are vital. These insights form a solid foundation for submitting policy recommendations to competent authorities, ensuring that older adults can live healthy, happy lives while remaining a steady pillar for their families and communities.

Partnering with BAVIECO: Weaving a Sustainable Collective Alliance

Grounded in tangible action, the conference witnessed the formal signing of strategic cooperation agreements among key stakeholders to establish an interconnected elderly care network. A key highlight of this collaborative effort was the official signing of an MOU between VIOBA and Bavieco Joint Stock Company—the managing entity of the Van Hoa Elderly Care Center.

This strategic partnership between VIOBA and BAVIECO not only capitalizes on the unique institutional strengths of both sides but also represents a pioneering step toward forming the “Alliance of Healthcare Facilities for Merit Earners and Older Persons in Vietnam.” The Alliance is envisioned to build a nationwide network for medical cooperation, specialized caregiving human resource training, and community-based support services.

As a social enterprise dedicated to the philosophy of "Proactive Ageing", VIOBA’s solidarity at this event reaffirms its commitment to mobilizing socialized resources. This milestone serves as the first brick in building a care ecosystem defined by three pillars—comprehensive, humane, and sustainable—ensuring a joyful, dignified, and well-supported life for older adults across Vietnam.
